江苏省无锡市和日本兵库县明石市是一对友好城市。一九八二年双方政府决定,一九八三年度无锡市将赠送给明石市一座具有中国民族形式和江南地方风格的亭子,作为两市文化交流项目,并借以象征两市人民的永恒友谊。一九八三年三月,无锡市人民政府责成我着手探讨设计方案;五月底我们应邀到明石市建亭现场踏勘。当年九月底,由无锡市古典园 Wuxi City, Jiangsu Province and Akashi City, Hyogo Prefecture, Japan are a friendly city. In 1982, the two governments decided that in 1983 Wuxi City would give a pavilion with a Chinese national form and Jiangnan local style to the city of Wuxi as a cultural exchange project between the two cities and symbolize the eternal friendship between the people of the two cities. In March 1983, the Wuxi Municipal People’s Government instructed me to discuss the design proposal; at the end of May, we were invited to visit the construction site in Akashi City.
