当今,整个人类世界正面临着一场崭新的技术革命的挑战。尽管人们目前对这次革命尚有争议,但有一点是公认的,即新的技术革命要以过去与现代的技术成果和信息为其基石。据最近英国的一个统计,英国有一千万人为信息工作人员(此数占社会劳动力总数的45%,并有不断增长的趋势——笔者注)。这些人员中,从事储存和检索信息的档案工作人员与计算机程序编制员等被列为同类工作人员。可见,档案作为一种社会信息已开始被社会所承认和接受。
Today, the entire human world is facing a new technological revolution challenge. Although there is still controversy over this revolution, it is generally acknowledged that the new technological revolution should be based on past and modern technological achievements and information. According to a recent British survey, there are 10 million people in the UK who work as information workers (accounting for 45% of the total workforce in the community and with a growing trend - I note). Among these personnel, archivists and computer programmers who store and retrieve information are classified as staff of the same type. Can be seen that the file as a social message has begun to be recognized and accepted by society.
