河口县在2009年11月25日至2010年1月21日,在老范寨乡进行党员和群众公推直选乡党委书记、纪委书记的改革试点。笔者以竞争者身份参与了这次改革实验的全过程,在此把这一过程及参与这一过程中的一些思考整理如下,以求教于同行。一、公推直选工作的基本做法按照中共红河州委的相关要求,河口县以“安排科学,组织严密,程序严格,调控得当”为原则,组织实施公推直选工作。基本做法是(一)超前科学谋划,切实制定实施方案(二)宣传报名 Hekou County in November 25, 2009 to January 21, 2010, in the old Fanzhaoxiang party members and the masses directly elected township party secretary and discipline inspection commissioner reform pilot.
