中国国有企业干部选拔任用的一大特点是力图把党管干部与出资人选任干部、把组织考核推荐与引进市场机制、把上级任命与公开招聘有机结合起来。由于有些方面“移植”了党政干部选任和管理的体制机制,也具有任人唯上、任人唯亲、任人唯派、任人唯利等弊端,而更深层次的问题则是由于责、权、利不对称可能导致的腐败和不负责任。治理国有企业干部选任中的弊端和腐败,必须进一步深化国有企业改革,彻底改变国有企业中存在的“官本位”和“对上负责”(对党委、政府负责)的状况,形成“能力本位”和“对出资者负责”的局面。现阶段需要区分企业的不同情况和不同特点,采取“差别化”的企业干部选任管理制度和“对症下药”的科学治理措施。
