目的:了解温州市结核病防治系统的人力资源状况,为进一步改善温州市人力资源配备情况,提高专业人员培训工作的质量和技能提供客观依据。方法:通过结核病管理信息系统收集温州市结核病防治岗位人力资源信息,运用描述性统计方法对各岗位人员性别、年龄、学历、职称以及从业年限等特征进行分析,利用Gini系数评价公平性。结果:温州市配备结核病防治机构专业人员137名,基本满足《中国结核病防治规划实施工作指南》的要求,健康教育岗位人员缺乏严重,存在工作年限较长但结防工作时间较短的现象;结防专业人员人均服务人口数为130 051人、半径为3.06km、患者数为74例,相应Gini系数分别为0.36、0.24与0.33。结论:温州市结核病防治机构人力资源数量配置公平性较好,但个别地区人均服务人口数和患者数较多,人均服务半径较大;应加大健康教育岗位的投入,减少人员流动。
OBJECTIVE: To understand the human resources status of TB control system in Wenzhou and to provide objective basis for further improving the staffing of Wenzhou and improving the quality and skills of professional training. Methods: Through the TB management information system, the human resources information of tuberculosis prevention and treatment in Wenzhou was collected. The descriptive statistics was used to analyze the gender, age, academic record, job title and years of service of the staff members. The Gini coefficient was used to evaluate the equity. Results: There were 137 professionals in TB control institutions in Wenzhou city, basically meeting the requirements of “Guidelines for Implementation of TB Prevention and Control Program in China”. There was a lack of serious health education posts, with a long working life but a shorter working time for knot prevention and treatment. The per capita service population of anti-professionals is 130,051 people, with a radius of 3.06km and a patient number of 74, with corresponding Gini coefficients of 0.36, 0.24 and 0.33, respectively. Conclusion: The number of human resources in TB control institutions in Wenzhou is fairly fair. However, in some areas, the number of service people and the number of patients per capita is relatively large, and the service radius per capita is relatively large. Inputs for health education should be stepped up to reduce the flow of people.
