黄河水利工程管理体制在2005年试点经验的基础上,2006年成功进行了改革。初步形成了水管单位、供水单位、维修养护企业、施工企业独立运行的新格局,为新的工程管理体制运行奠定了基础。同时,通过一个时期的运行,我们也发现一些不容忽视的问题,一定程度上制约了机制运行质量的进一步提高,并随着时间的推移愈显突出。本文结合黄河河口管理局改革推进、机制运行和改进措施,管理等几个方面进行了深入探析和实践,就关于黄河工程维修养护运行中的管理实践模式进行探讨。
Based on the 2005 pilot experience of the Yellow River hydraulic project management system, the reform was successfully carried out in 2006. The preliminary formation of a new pattern of independent operation of water pipe unit, water supply unit, maintenance and repair enterprise, and construction enterprise laid the foundation for the operation of the new project management system. At the same time, we also found some problems that can not be ignored through the operation of a period, and to a certain extent restricted the further improvement of the operation quality of the mechanism and became more prominent with the passage of time.
