近数十年来,人们越来越多的发现,尽管现代化的建筑主体结构是用非燃烧材料做成的,但整个建筑物内部仍然存在着大量用易燃、可燃材料制作的室内装修以及家具陈设,它们都是火灾发生和蔓延的危险因素,这些物件的表面一般均须用涂料来涂饰,而传统的涂料绝大部分都是易燃、可燃的,这显然于防火工作不利。例如美国的高层建筑亚特兰大,“文考夫”饭店虽然全部是钢质结构,但在1946年12月起火时,建筑物内部几乎全部被烧毁。火灾后,人们总结的经验教训之一就有:“可燃装饰件多,缺乏防火处理”。为了最大限度地控制火灾的发生和蔓延,耐火涂料即应运而生。
