近几年来,我国国营工商企业实行的承包经营责任制,极大地调动了企业生产经营积极性,成为推动企业改革的强大动力,在我国四化建设中发挥着重要的作用。但是,在实行过程中出现了一些问题,主要是企业行为短期化。对于如何防止企业行为短期化,我国经济理论界提出了不少的措施,本文就企业行为短期化的原因及防止措施,谈谈自己肤浅的看法。一、实行经营承包责任制的意义和企业行为短期化的表现 In recent years, the contract-management responsibility system implemented by our state-run industrial and commercial enterprises has greatly mobilized the enthusiasm of enterprises in production and management and has become a powerful impetus to the reform of enterprises.
