《取水许可制度实施办法》(以下简称《办法》)已经国务院总理明令发布,这是国家贯彻实施《水法》,加强水资源统一管理的一项重要法律制度。此项法律制度的贯彻实施,对于在社会主义市场经济条件下,统筹协调水资源的供需关系,优化配置水资源,促进依法治水,具有十分重要的意义。水是生命的源泉,环境的要素,农业的命脉,工业的血液。全社会各行各业,千家万户都离不开水。随着经济的发展和人口的增长,用水需求越来越大。水的供需矛盾日益突出。过去人们一贯认为“取之不尽,用之不竭”的水资源,现在已经日益感到匮乏和不足。水资源的短缺已经成为许多地区制约经济发展和困扰人民日常生活的大问题。
