我国开展对外工程承包已有十年历史,如何进行国际承包工程的投标,积累了一定的经验。一个工程项目的实施,经历了投标前、投标中的决策、标价的计算和施工管理等几个环节,涉及上层领导、投标人员和施工队伍本身的素质和各种外部条件,其成败往往是多方面的。本文拟在对以往所见所闻的成功和失败事例进行综合分析的基础上,探讨如何夺取国际承包工程投标的成功途径。
