加快建设资源节约型、环境友好型社会,实现经济发展与人口、资源、环境相协调,是今后一项长期而紧迫的任务。目前,河南省灌溉用水量约占总用水量的70%左右,灌溉面积的多数为地面灌溉,灌溉方式粗放,农业用水效率低,浪费比较严重,因此,灌溉节水是建设节水型会的首要内容。文章从灌溉制度的功能特点、灌溉制度分析计算的理论依据、灌溉用水量计算以及应用实例分析等方面进行了分析论述,其结果与省权威单位的研究成果相吻合,说明该方案具有推广应用价值。
