With the deepening of SOE reform, the importance of grassroots state-owned enterprises has become increasingly prominent. Many large state-owned enterprises implemented flat management, delegating the main business and management authority to the second and third level subsidiaries, and the group level mainly conducted strategic co-ordination and planning. The grassroots state-owned enterprises and party organizations are at the forefront of production and management and are the forward position in the party-building work of state-owned enterprises. Therefore, grasping the party building work of grassroots state-owned enterprises, we have seized the foundations of the state-owned enterprises. What is the status quo of grassroots state-owned enterprises under their party-building? What problems should they exist? How should they be addressed in a targeted manner in accordance with the requirements of the Central Government?
