长期代表全球多边贸易体制的关贸总协定(GATT)将被世界贸易组织所取代。这是关贸总协定乌拉圭回合谈判做出的一项重要决定,也是国际多边贸易体制的重大演变。世界贸易组织可能于1995年7月1日生效,实际生效日期需待今年4月乌拉圭回合部长级会议最后确定。现将有关情况介绍于下。 一、世界贸易组织的基本原则和宗旨 提出建立世界贸易组织,目的在于有效地执行乌拉圭回合的谈判结果,扩大关贸总协定的范围,特别是把乌拉圭回合在知识产权、投资措施和服务贸易
The GATT, which has long represented the global multilateral trading system, will be replaced by the World Trade Organization. This is an important decision made by the Uruguay Round of the GATT, and it is also a major evolution of the international multilateral trading system. The WTO may enter into force on July 1, 1995, and the actual effective date will be finalized by the Uruguay Round Ministerial Meeting in April this year. The relevant situation will be introduced below. I. The Basic Principles and Objectives of the World Trade Organization The purpose of establishing the World Trade Organization is to effectively implement the outcome of the Uruguay Round negotiations and to expand the scope of the GATT, especially the Uruguay Round on intellectual property, investment measures and trade in services.
