In June 1988, President Reagan and Tadashi Takeshisnt signed a new five-year treaty, marking a step forward for U.S.-Japan scientific and technological cooperation. The treaty replaced the treaty of science and technology signed between President Carter and Prime Minister Dainippon in 1980. According to William Graham, the president's science advisor, the treaty provides a more balanced and mutually beneficial science and technology cooperation. Mu made the following statement about this new treaty: This treaty sets out the main principles on which the U.S. and Japan will guide their future scientific and technological relations.
