项目伙伴关系是项目管理中的一种特殊模式,强调在共同的目标下相互信任,相互承诺,资源共享,从而提高项目管理绩效,改进项目各方的满意度。国内的招投标制度,虽然促进了工程项目市场的健康发展,但也影响着项目各参与方的关系。通过中国石化西南管道工程案例,对项目业主与承包商的合作模式、过程工作协调、不同合同项处理等进行深度研究,梳理出实施伙伴关系的路径为意向、合同、过程整合等步骤,关键要素是互信、互补、合同、目标、沟通等五方面,影响伙伴关系的障碍为信息沟通不充分。提出建立长期伙伴关系是在中国传统文化背景下的一种有效的项目管理模式。
Project partnership is a special model in project management. It emphasizes mutual trust, mutual commitment and resource sharing under the common goal so as to improve project management performance and improve project satisfaction. Although the domestic bidding system has promoted the healthy development of the project market, it also affects the relationship among the project participants. Through the case study of Sinopec Southwest Pipeline Project, this paper conducts in-depth research on the cooperation mode, coordination of process work and different contractual treatment of project owners and contractors, identifies the path of implementing partnership as steps of intention, contract and process integration. The key elements It is mutual trust, complementarity, contract, goal, communication and other aspects. The obstacle affecting the partnership is inadequate communication of information. It is proposed that the establishment of long-term partnership is an effective project management mode under the background of traditional Chinese culture.
