基于因子分析的签派资源管理与安全绩效的关系研究

基于中国民用航空局制定的《签派资源管理训练》的咨询通告(AC-121-FS-2009-32),确定了沟通能力、团队协作能力、情景意识、决策能力和工作负荷(客观)为签派资源管理的5个影响要素,并应用结构方程模型,构建签派资源管理与航空公司运行控制安全绩效的假设模型,选取我国航空公司飞行签派员作为研究对象,进行实证研究,结果表明,沟通能力、团队协作能力、情景意识、决策能力和工作负荷(客观)与过程安全绩效和结果安全绩效显著相关、过程安全绩效和结果安全绩效显著相关.因此完善飞行签派员沟通能力、团队协作能力、决策能力,增强飞行签派员情景意识,优化工作负荷,能有效提高航空公司运行控制安全绩效. Based on the Advisory Circular on “Dispatch of Resource Management Training” (AC-121-FS-2009-32) prepared by CAAC, the communication skills, teamwork skills, situational awareness, decision-making ability and workload (objective) were determined as The paper dispatches five influential elements of resource management and applies the structural equation model to construct a hypothetical model of dispatched resource management and safety performance of airline operation control. The author selects the flight dispatcher of China’s airlines as the research object and conducts an empirical study. The results show that , Communication skills, teamwork ability, situational awareness, decision-making ability and workload (objective) were significantly related to process safety performance and safety performance, and safety performance and safety performance were significantly correlated.So improve the communication skills of flight dispatcher, Coordination and decision-making ability, enhance the awareness of flight dispatcher scenarios and optimize the workload, which can effectively improve the safety performance of airlines operating control.
