从1979年我国对外开放起,截止到1991年5月,欧共体、美国、加拿大等先后对我国出口商品提出的反倾销投诉达105起,而近年随着我国出口贸易的不断增长,我国受到西方国家的反倾销指控有明显增加的趋势。如在美国,据统计反倾销案件占中美贸易案件的80%以上,仅从1989年5月至1990年5月的一年时间内,美方投诉的反倾销案件中属于我国的就达11件,而在此之前的11年中只有16件。在过去两年中,在美国起诉的世界各国中,中国一直位居于首位(在欧共体内,投诉反倾销案中属于我国的约占总数的10%强)。1988年以来,国外反倾销案涉及我国商品金额约达8亿美元之多。不少商品被征收巨额反倾销税后被迫退出国际市场。有的商品立案后也对正常出口带来不利影响。国外反倾销行动对我国出口贸易造成的危害越来越大,已成为当前影响我国出口的一个突出问题,应该引起国内从事外贸业务的各出口单位和企业的高度重视。
From the opening of China to the outside world in 1979, up to May 1991, the European Community, the United States, and Canada successively filed 105 anti-dumping complaints against China’s export commodities. In recent years, China’s export trade has been growing, and China has been affected by the West. The country’s anti-dumping accusations have obviously increased. In the United States, according to statistics, anti-dumping cases accounted for more than 80% of the trade cases between China and the United States. From May 1989 to May 1990, the number of anti-dumping cases handled by the US reached 11 in China. In the previous 11 years, there were only 16 cases. In the past two years, China has always been in the first place among the countries of the United States in the lawsuit filed (in the European Community, about 10% of China’s total number of complaints against anti-dumping cases is strong). Since 1988, foreign anti-dumping cases have involved China’s goods amounting to about US$800 million. Many commodities were forced to withdraw from the international market after being subject to a huge amount of anti-dumping duties. Some products also have adverse effects on normal exports after they are put on file. Foreign anti-dumping actions have caused greater and greater damage to China’s export trade. It has become a prominent issue that currently affects China’s exports and should attract the attention of all export units and enterprises engaged in foreign trade business.
