新中国成立之后,大众传播媒体作为国家意识形态控制工具的主要成分,当然获得党政部门高度重视,作为“为人民服务”口号下的“喉舌论”和“耳目论”的新闻事业重点来抓,因此才有“各级党委办报纸”的路线,延续迄今,在报刊、广播和电视各种媒介内都存在“中央-省市-地县”等三级制、与行政级别平行的传媒级别,指导和制约了解放后新中国传媒的市场化进程,甚至于在改革开放初期,由于“文革”期间对于传媒是否具有商品属性的论争(主要由中国人民大学甘惜分教授和上海复旦大学的王中教授为代表的左、右两派)株连深广,
