《电信管理政策研讨报告I:电信发展进程与消费者权益保护》一书近日由学苑出版社出版。信息产业部副部长张春江为该书撰写了长篇序言——《电信政策应当代表广大群众的根本利益》。张春江在序言中指出“电信业当前面临的社会经济条件,需要解决的主要矛盾、尤其是人民群众的利益要求,都与改革初期发生了巨大变化,电信政策的调整势所必然。”张春江认为,电信政策调整首要的是必须全面体现广大群众的智慧,认真听取各种意见,从我国实际情况出发,研究电信发展、改革和管制问题。张春江强调,在基本政策确定后,应当加强电信立法工作,推动电信管制工作朝依法行政的方向迈进。《电信管理政策研讨报告》第一辑的主题是“电信发展进程与消费者 Telecommunication Management Policy Seminar I: Telecommunication Development Process and Protection of Consumer Rights and Interests was recently published by Academic Press. Zhang Chunjiang, the vice minister of the Ministry of Information Industry, wrote a long preface to the book - ”Telecommunication policies should represent the fundamental interests of the general public.“ Zhang Chunjiang pointed out in his preface that ”the socio-economic conditions currently facing the telecommunications industry, the major contradictions to be solved, and especially the interest demands of the people have undergone tremendous changes with the early reform and the adjustment of telecommunications policies is inevitable.“ Zhang Chunjiang believes that the first and foremost of telecom policy adjustments must fully embody the wisdom of the broad masses, conscientiously listen to various opinions and study the development, reform and control of telecommunications from the actual situation in our country. Zhang Chunjiang emphasized: After the basic policy is finalized, efforts should be made to strengthen the telecommunication legislation so as to push forward the regulatory work on telecommunications towards the direction of administering according to law.
