In recent years, the development of electronic technology and related software technologies has not only provided favorable conditions for the formation of the emerging industry sectors, but also had a huge impact on the structural changes of the original industries. Japan and other advanced industrial countries have rapidly shifted their industrial structure to soften and serve the trend of becoming increasingly concerned. In September 1983, Japan also conducted a special study on the “Seminar on Economic Structural Change and Policy Issues” and first proposed the concept of “soft economy” (Softnomics) to illustrate the softening of industrial structure and due policies.
