  A rescue squad heads to quake-hit Jiuzhaigou Scenic Area, southwest China’s Sichuan Province, on August 12. They were sent to continue searching for survivors after a 7.0-magnitude earthquake hit the area on August 8.


  For Better Water
  China’s water quality is improving overall, the Ministry of Environmental Protection (MEP) said on August 14. However, the progress is uneven, with some regions f niding it hard to meet the annual quality improvement targets.
  In the f rist half of 2017, the proportion of monitored surface water reaching Grade III or above—meaning water which can be used for drinking—rose to 70 percent across the country, up 1.2 percentage points from the same period in 2016, according to MEP.
  The ratio has surpassed the 68.3-percent target set for 2017.
  The proportion of water deemed“inferior to Grade V,” the worst in China’s water quality grading system and “too polluted for any purpose,” stood at 8.8 percent, down 1.7 percentage points from the same period in 2016.
  The goal is to lower that to 8.4 percent this year, which means further efforts are needed.
  Despite the general improvement, eight regions, including Hebei, Jilin and Fujian provinces, reported a drop in the proportion of highquality water, while fi ve regions, including Heilongjiang and Jiangxi provinces, reported a rise in the proportion of polluted water.
  Decades of breakneck growth have left much of China’s water seriously contaminated by factory waste and agricultural fertilizers, causing the government to step up efforts to address the widespread pollution.
  In December 2016, China began to appoint “river chiefs” whose responsibilities include resource protection, pollution prevention and control, and ecological restoration. They are held accountable for any environmental damage in the bodies of water under their supervision.
  Ponzi Crackdown
  Four key members of Shanxinhui, a company suspected of organizing and leading a pyramid scheme, have been detained by police in south China’s Hainan Province.
  According to Hainan police on August 14, Shanxinhui allegedly manipulated people into taking part in the scheme and cheated them out of huge amounts of property under the guise of helping the poor.
  Several suspects including Zhang Tianming, the mastermind, have been put under measures which may include being summoned by force, bail, residential surveillance, detention or arrest.   “As far as the retail level is concerned, they have retracted the problematic eggs as well as increased surveillance on eggs, especially [those] coming from European countries,” Chan said.
  The CFS is in contact with egg wholesalers and retailers to discuss precaution measures to prevent the infl ow of problematic eggs.
  Sight for Sore Eyes
  A Thangka exhibition is held at the National Museum of China in Beijing on August 9. Thangkas are Buddhist paintings on cotton or silk, usually depicting a Buddhist deity or scene. The exhibition showcases over 100 paintings.
  Trade Probe Reaction
  The Ministry of Commerce(MOFCOM) on August 15 expressed“grave concerns” about an executive memorandum signed by U.S. President Donald Trump a day earlier, directing Trade Representative Robert Lighthizer to examine China’s intellectual property practices.
  Lighthizer will determine“whether to investigate any of China’s laws, policies, practices, or actions” that “may be harming American intellectual property rights(IPRs), innovation or technology development” under Section 301 of the Trade Act of 1974, according to the memorandum released by the White House.
  “We hope that the U.S. trade representative respects facts and acts with prudence,” the MOFCOM said in a statement.
  “If the U.S. side fails to respect basic facts and multilateral trade rules, and takes measures that harm bilateral economic and trade relations, China will defi nitely not sit by, but take all appropriate measures to resolutely safeguard its legitimate rights and interests,” the statement said.
  “With the increasingly interwoven interests between China and the United States, a trade war will lead nowhere and neither side will win,”Chinese Foreign Ministry spokesperson Hua Chunying said on August 14 at a regular news briefi ng.
  China has always attached importance to protecting IPRs by formulating laws and regulations, cracking down on violations and raising public awareness of IPRs, Hua said.
  Section 301, once heavily used in the 1980s and the early 1990s, allows the U.S. president to unilaterally impose tariffs or other trade restrictions against foreign countries. But the United States has rarely used the trade tool since the WTO came into being in 1995.
  “It became no longer necessary really for the United States that they have to use that law, because now we have an effective dispute settlement system under the WTO,” said Chad Bown, a senior fellow at the Washington-based Peterson Institute for International Economics.   Farmers’ Helper

  Online Housing Rent
  Tech giant Alibaba has signed an agreement with the government of its home city of Hangzhou to use the company’s technology to create an online system for house rentals.
  The system will cover apartments put up for rent from all sources, including the government, individuals, real estate developers and agents, according to the agreement signed on August 9.
  People seeking rental housing in Hangzhou, capital of east China’s Zhejiang Province, will be able to use the application and website created by Alibaba for every stage in the process, from searching for apartments to signing contracts and payment.
  Information on apartments, user reviews and credibility ratings of owners, renters and agents will all be shared, said Han Junqing, Director of the Hangzhou Real Estate Registration Center.
  The smart house renting system, as it is called, will be supported by Alibaba’s big data, online payment technology and commerce credit system and can prevent fraudulent deals, sources with the government and Alibaba said.
  The housing rental market in major cities is dominated by real estate agents, and fraud and disputes are not unusual.
  The Chinese Government is prioritizing the development of its rental market to rein in runaway home prices in the big cities. Hangzhou is among the fi rst 12 cities chosen by the Central Government to make bold reforms to boost the rental market.
  Health Service
  China will boost its health-related industries, and the estimated market size of health services will reach 16 trillion yuan ($2.4 trillion) by 2030, the National Health and Family Planning Commission (NHFPC) said on August 14.
  “China will continue to facilitate the integration of its health-related industries with the elderly care, tourism, Internet, fi tness and food industries,” said Hou Yan, an offi cial with the NHFPC.
  As of May 2017, the number of private hospitals in the country had hit 17,000, accounting for 57.5 percent of the total hospitals across the country, according to the NHFPC.
  In the f rist f vie months of the year, private hospitals had 180 million medical visits, an increase of 13 percent year on year, said the commission, adding that China exported medical equipment to 224 countries and regions in 2016.   In October 2016, Chinese authorities released Healthy China 2030, a blueprint that covers areas such as public health services, the medical industry, and food and drug safety with the aim of improving the health of the Chinese people.
  A Ring-Side Seat

  Apps Boom
  The mobile app market continued booming in China in the fi rst half of this year with over 4.02 million mobile apps.
  Mobile games boasted the largest number of apps; 1.17 million as of the end of June, followed by daily life services and e-commerce, according to a report released by the Ministry of Industry and Information Technology.
  Mobile system tools were the most downloaded apps, followed by games and video- and audioplaying apps.
  E-commerce platforms were the biggest winners, reporting total revenue of 107.4 billion yuan ($16 billion), up 42.9 percent year on year, according to the report.
  The latest report from the China Internet Network Information Center showed that China had about 751 million netizens and 724 million mobile Internet users as of the end of June.
  A Feather in Her Cap

  No to Coal
  China is holding back on building new coal-fi red power plants to avoid risks from overcapacity and promote a clean energy mix.
  A total of 150 million kw of new coal power generation capacity will see construction halted or postponed during the 13th Five-Year Plan(2016-20) period, according to a statement released August 14 by the National Development and Reform Commission and other government agencies.
  “New capacity will be strictly controlled,” the statement said, citing measures to crack down on violations in planning, approval and operation. “All unapproved coal-burning power projects will be halted.”
  Meanwhile, more than 20 million kw of outdated capacity will be eliminated, and nearly 1 billion kw of capacity will be upgraded to produce fewer emissions, use less energy and better coordinate with new energy development.   Consumer Confidence
  Chinese consumers continued to show more willingness to spend as well as optimism about personal income growth and employment opportunities thanks to a stabilizing economy, according to a recent survey.
  China’s Consumer Confi dence Index (CCI) reached 112 points in the second quarter of 2017, up 2 points from last quarter and the highest score since the fourth quarter of 2013, according to the latest survey from global market research fi rm Nielsen.
  Nielsen’s CCI measures perceptions about local job prospects, personal fi nance and immediate spending intentions. Consumer confi dence levels above and below a baseline of 100 indicate degrees of optimism and pessimism, respectively.
  Nielsen’s CCI in the second quarter exemplifi es the steady growth of China’s economy, which expanded 6.9 percent during the period, the same as in the fi rst quarter.
  China’s development strategies, including coordinated development of the Beijing-Tianjin-Hebei region, and the Belt and Road Initiative, are helping the Chinese economy expand steadily, and the country’s upgraded consumption is accelerating as more Chinese are willing to spend, said Vishal Bali, Managing Director of Nielsen China.
  The Nielsen report showed that personal fi nance grew to 69 from 66 while perceptions about local job prospects increased to 68 from 66. Moreover, immediate spending intentions reached 56, up from the previous level of 55.
