去年年底以来,洛阳钢厂废钢铁频频告急,几成断米之炊。虽经厂长率部四处游说,无奈求购原料仅够聊补数日。近日来,洛钢原料库存告罄,部分炼钢炉停产待料。加之舞阳钢厂和安阳钢厂新建电炉将陆续投产,废钢铁供需矛盾十分突出。在此情况下,物资部门和冶金生产企业要求加强废钢铁管理的呼声日益高涨;近期召开的省人大和政协会议上,部分代表也纷纷提出议案。要求对废金属市场进行整顿。为此,河南省省长李长春指示省计委会同省物资厅、省公安厅,省工商行政管理局和商业系统开展调查,拿出具体措施。3月17日～3月23日,调查组对安阳、濮阳(中原油田)、洛阳和平顶山等地进行了调查。
