常熟市司法行政系统有合伙和合作制律师事务所6家,执业律师58人;有合伙制法律服务所11家,法律服务工作者45人;公证处1家,公证员6人;有市法律援助中心和28个法律援助工作站以及“12348”法律咨询服务系统。这些机构过去分别由局机关的几个科室分开管理。2001年年底,我们按照省司法厅、苏州市司法局的部署要求,率先对系统内的律师、公证、基层法律服务、法律援助、“12348”咨询服务,以及整个法律服务市场实施一体化管理。经过半年多的探索和实践,“一体化”的管理体制基本形成,管理工作初见成效,促进了法律服务事业的健康发展。2002年上半年,律师业务和收费同比增长10％和46.5％,公证业务和收费同比增长47％和42％,基层法律服务所完成了脱钩改制,按照合伙制的模式运转良好,法律援助和“12348”咨询服务也呈现了前所未有的好态势。
Changshu City, the judicial administrative system has a partnership and cooperative law firms 6, 58 practicing lawyers; a partnership legal services 11, 45 legal services workers; Notary Office 1, Notary 6; a city law Aid centers and 28 legal aid workstations and “12348” legal advisory services system. In the past, these agencies were separately administered by several sections of the bureaux. At the end of 2001, in accordance with the deployment requirements of the Provincial Department of Justice and the Bureau of Justice of Suzhou, we took the lead in implementing integrated management of lawyers, notary public, grassroots legal services, legal aid, “12348” advisory services and the entire legal services market. After more than six months of exploration and practice, the “integrated” management system has basically taken shape and management has achieved initial success, which has promoted the healthy development of legal services. In the first half of 2002, lawyer services and fees increased by 10% and 46.5% from the same period of last year, while notary businesses and fees increased by 47% and 42% respectively. The grassroots legal services completed the decoupling and restructuring and operated well under the partnership model. Legal aid and “ 12348 ”advisory services have also shown an unprecedented good situation.
