畅通社会优秀人才进入党政领导干部队伍渠道,把各方面优秀人才及时发现出来,合理使用起来,是推动党和人民事业不断前进的重要保证。笔者认为,要在选人用人的理念、渠道、机制、制度、氛围等方面求突破。一、树立开放的人才观念逐步改变党政干部选拔任用体系的制度、思路、观念与文化,跳出“在体制内选人、在少数人中选人”的思维定 The smooth flow of talents from the society into the ranks of leading cadres in the party and government and the timely detection of outstanding talents from all walks of life in a timely manner are an important guarantee for the continuous advancement of the cause of the party and the people. Establishing an Open Talent Concept Gradually changing the system, ideas, concepts and culture of the system of selecting and appointing party and government cadres and jumping out of the thinking of “selecting people within the system and choosing among a small number of people”
