山西煤炭的生产和供销工作由于受到铁路和综合运输能力的制约,运输体制亟需进行改革,以适应国家经济发展的需要。山西煤炭储量丰富,质量好,供应20多个省、自治区、直辖市,煤炭净调出量占各调出省份总和的70%但由于铁路运输能力的增加,赶不上晋煤运量增长的需要,加上铁路车辆和海运船只不足等,各地生产因缺煤而频频告急,晋煤出口任务也难以完成。去年上半年计划从秦皇岛港出口晋煤670万吨,实际只完成47万吨;租用的外国轮船,经常有50万吨的运力在锚地等煤。据专家预测,即使一部分铁路工程竣工投入运营和增加海运煤的通道,仍不能解除
