Towards the end of 2003, the international environment is complex and volatile, with the Mainland being hit by the sudden SARS epidemic and various natural disasters. In spite of this, the national economy still maintained a good momentum of rapid growth. Its annual GDP is expected to grow by 8.5%. All social undertakings have further developed, people’s life has continued to improve, the society has remained stable, and a well-off society has been built in an all-round way. This year’s economic development has the following characteristics: First, the national economy has enjoyed strong growth momentum. The SARS epidemic did not change the strong trend of economic growth. In the first three quarters, the national economy achieved a growth of 8.5%.
