“千秋大业人为本,事业兴废由人事。”值此审计署成立20周年之际,回顾近年来在审计署党组的领导下,为认真落实“三个代表”重要思想,推进干部人事制度改革所走过的历程,感慨颇多。 竞争上岗——打破“铁饭碗” 增强动力,提高干部整体素质 变则通,通则久。 创新是一个民族进步的灵魂。 1998年国务院机构改革工作结束后,审计署党组即针对驻地方特派员办事处干部队伍建设存在种种问题的状况,开始考虑特派办的人事制度改革工作。1999年2月,《审计署驻地方特派员办事处处级及以下干部竞争上岗工作实施方案》经署党组批准正式实施,标志着审计署驻地方特派办的竞争上岗工作全面推开。
