Since we all think we know very little about how earthquakes happen and how to predict earthquakes, we must study this issue and finally reach a relatively satisfactory solution. The question is, is it because we have effective financial support and convenience for the people who make the predictive research (which should be enjoyed by this humanitarian effort) or are we forcing individual scientists to work hard in their spare time?
