高科技意味着高投入,美国作为世界上科技实力最为雄厚、创新能力最强的国家,它的科研投入体系自待我们观察。上海市科委基高新处王涤松博士,于2008年9月得到NIH访问学者客座研究计划资助,接受其肿瘤临床基金项目和合同部(CGCB)项目官员(program director)职位的培训和专题研修,有机会得以亲身体验了NIH的科研项目行政系统和运作方式,并细心观察了其与我国科研行政系统的异同。相信王博士对NIH体系科研行政效能的“零距离”观察,会扩大我们的眼界,开拓我们对当下我国科研行政体系和国家科技创新政策导向的思考维度,反思我们每一个个体在该系统中如何积极而合理地角色扮演。如能借鉴NIH的成熟行政模式中的优点,优化改善我们的科研行政系统,进而提升我国整体科学研究水平和创新能力,则幸甚。
