在经济发展方式转型的背景下,辽宁省以增量调结构、以科技促升级,建设服务性政府的转型目标急需助推力量,考核制度的改革对于基层公务员的工作起到激励、导向的重要作用。本文从现行基层考核机制问题出发,构建多维考核指标体系,包括在空间维度上,采用沈阳经济区、辽宁沿海经济带和辽西北地区差别考核;时间维度上,平时考核与年度考核相结合;人员维度上,增加群众评价,科学、全面反映基层干部工作情况;逆向维度上,对考核结果进行反馈提出改进措施。
In the context of the transformation of economic development mode, Liaoning Province is in urgent need of boosting the target of transformation with incremental adjustment of structure and promotion of service-oriented government through science and technology. The reform of assessment system plays an important role in encouraging and guiding the work of grassroots civil servants effect. Based on the existing grass-roots assessment mechanism, this paper constructs a multi-dimensional assessment index system, which includes the spatial analysis of the Shenyang Economic Zone, the Liaoning Coastal Economic Zone and the northwestern Liaoning Province. On the time dimension, the usual assessment is combined with the annual assessment. On the dimension, we should increase mass appraisal, scientifically and comprehensively reflect the work of grass-roots cadres. On the reverse dimension, propose improvements to the appraisal results through feedback.
