热电联产的主要目的是节能 ,至于能否节能由其发电热效率所决定 ,只有发电方面节能了 ,与分产相比的热电联产才能有真正意义上的节能效果。建议政府有关部门根据各电网的实际情况制定不同的基准发电热效率 ,而对于采用背压机组的热电联产项目 ,无须规定总效率或热电比 ,只要热负荷条件许可 ,就应推荐用背压或抽背式机组进行热电联供。就热电联产的节能效果作了分析与探讨
