自1987年国际标准化组织(ISO)发布《质量管理和质量保证标准》以来,目前已有75个国家直接采用,各国的质量体系认证机构达400余家,体系认证证书累计超过10万余张。一些国家的政府部门,如英国国际部、新加坡国防部、美国海军都采用ISO9000中的要求与其它供货商签订合同;许多跨国公司,如杜邦公司、大众公司、雷诺公司等,在各自的计划中明确提出各个作业场所都必须实施这一标准。难怪经济学家把这种迅速而广泛传播的原本属于工业范畴的现象推而广之,戏称为“全球性ISO热”。毋庸置疑,这一标准在国际贸易交往中已经产生了巨大的影响。
Since the International Organization for Standardization (ISO) issued the “Quality Management and Quality Assurance Standards” in 1987, it has been adopted directly by 75 countries. There are more than 400 quality system certification organizations in various countries and more than 100,000 certificates have been accumulated. Some national government departments, such as the British International Department, the Ministry of Defense of Singapore, and the US Navy all use ISO9000 requirements to sign contracts with other suppliers; many multinational companies, such as DuPont, Volkswagen, and Renault, have their plans. It is clearly stated that each workplace must implement this standard. It is no wonder that economists have broadened this rapidly and widely spread phenomenon that originally belonged to the industrial category, dubbed the “global ISO fever”. Needless to say, this standard has already had a huge impact on international trade exchanges.
