港口的发展和其所在地区的经济发展之间有着重要的联系。本文以不确定条件下的港口物流系统为研究对象,基于分散式双层规划,并引入环境因素建立了二层多目标绿色协同港口物流模型。该模型将区域港口间物流系统优化作为上层决策问题,将各港口及其腹地间的物流系统优化作为下层决策问题,反映了港口的竞争力、环境污染、收益与成本以及运力配置的状况。由于不确定因素的存在,借助机会约束得到了可解模型,并通过交互式算法将二层规划转化为单层从而可进一步求解模型。最后通过一个数值算例证明了所提出模型的实用性,并通过基于上下层满意度水平以及面对不确定环境所事先设定的置信水平分别的灵敏度分析验证了模型的有效性。
There is an important link between the development of the port and the economic development in its area. In this paper, the port logistics system under uncertain conditions is taken as the research object. Based on the decentralized bi-level programming and the environmental factors, a two-layer multi-objective green collaborative port logistics model is established. This model takes the optimization of logistics system between ports as an upper-level decision-making problem and takes the logistics system optimization among ports and its hinterland as the lower-level decision-making problem. It reflects the competitiveness of port, environmental pollution, profit and cost, and the status of capacity allocation. Due to the existence of uncertainties, a solvable model is obtained with the help of chance constraints, and the second-level programming can be transformed into a single layer by using the interactive algorithm to further solve the model. Finally, a numerical example is given to demonstrate the practicability of the proposed model. The validity of the model is verified by sensitivity analysis based on the level of satisfaction between the upper and lower levels and the confidence level set in advance in the uncertain environment.
