2011年11月7日,教育部向全国教育行政部门及高等院校发布了《教育部关于进一步改进高等学校哲学社会科学研究评价的意见(教社科[2011]4号)》(以下简称《意见》),该文件对近年来高校哲学社会科学研究评价工作进行了反思,认为存在以下问题:“注重理论创新和实际应用价值的质量评价导向有待进一步强化;符合哲学社会科学特点和发展规律的分类评价标准有待进一步完善;科学合理、诚信公正的评价制度有待进一步健全;重数量轻质量、重形式轻内容的评价方法亟待根本扭转;重人情拉关系、本位主义、门户之见等不良现象亟待有效遏制。”应该说教育部的这一举措代表官方对先前的学术评价机制做出了深刻的反省,也是对历年来发自民间的诟病和呼吁的一次明确回应。
