本文从系统论观点出发，将小流域综合治理划分为治理前期、治理期、验收期和治理期后共4个阶段，采用经济评价、多专家多指标评价以及层次分析等方法，确定了对应于4个治理阶段的评价体系，为小流域综合治理的评价提供参考依据．
