黄河水利委员会现阶段的治黄方针是:在现有基础上加强堤坝工程,大力组织防汛。确保大堤不准溃决;同时搜集基本资料,积极筹办水库工程,为根本治理黄河创造足够的条件;以期逐步达到变害河为利河的最终目的。在治本研究工作方面,我们感到黄河具体资料的搜集调查是一个首要任务,所以决定了积极进行全流域的普遍查勘工作。而为了密切的结合下游防洪问题,对于龙门孟津段的了解,尤属迫切。因此便决定首先从这一段着手。龙孟查勘队从一九五○年二月开始筹备,三月二十六日由开封出发,四月三日到达龙门工地。在野外进行工作三个月,于六月二十三日返回开封。沿途分段作报告,随时寄会,前后共计六册。本报告即系根据历次各报告整编而成。查勘重点为:本段河流情况的一般了解和建筑水库的可能性.在河流情况方面,对沿河地形、地质、水道冲淤、河岸崩塌、沟壑发展、和水流情形、航运状况等作了比较全面的观察和记载。在水库方面,除对龙门、三门峡、八里胡同、小浪底四处坝址进行了较为详细的查勘,并测制了地形地质图外,另在三门峡和八里胡同之间发见槐坝、傅家凹、和王家滩等三处可能筑坝的新坝址,并测制草图,进行了地质的初勘工作。此外在三门峡(坝高七○公尺)八里胡同(坝高一二○公尺及一六○公尺)和小浪底(坝高三○公尺及七○公尺)三水库的浸水范围内进行了自然情况的了解与社会经济的调查。对三处库址的基本情况,获得一个概略的认识。不过由于我们经验缺乏,方法亦欠精密,所以在成果中数量的表现不够精确;而且缺漏很多,遗留下不少的问题无法解答。这是需要提出来检讨并希望各方面多予指教纠正的。在这次查勘中,特请冯景兰和曹世禄两位地质专家参加了三门峡、八里胡同、和小浪底三处坝址的查勘工作,给我们以很大的帮助,并获得许多宝贵的成就,谨此志谢。
