民用爆炸物品是人类社会生产、生活中不可缺少的物品,但如果管理不当,就容易发生爆炸事故,轻者造成财物损失,重者导致人员大量伤亡,甚至造成毁灭性的重大灾害。如2003年1月18日,湖南省临澧县河口镇凯丽烟花爆竹厂发生爆炸,造成14人死亡,厂房成为废墟。尽管国家历来对爆炸物品实施严格治安管理,但是近年来,全国每年发生的爆炸事故总数还是高达上千起,其中重大事故将近一半。死伤百人以上、厂毁人亡的特大爆炸事故亦时有发生。因此,研究当前民用爆炸物品管理中存在的问题,探讨解决问题的基本方法,对及时发现和消除各种不安全隐患,避免发生爆炸事故具有极其重要的作用。一、民用爆炸物品管理中 Civilian explosives are indispensable items in the production and daily life of human society.
