根据交通部铁路基建局和第一机械工业部矿山工程机械局的指示，1974年9月15日至11月4日，湖南省湘西土家族苗族自治州冶金械械工业局、交通部第二铁路工程局第十三处、上海电动工具研究所和天水风动工具研究所在湖南省古丈县筹备组织了电动凿岩机工业性对比试验会议。这次会议是在批林批孔运动深入、普及、持久发展的大好形势下召开的。由于湖南省委、交通部和一机部对这次比试的重视和关怀以及古丈县有关单位的大力支持，在参加试验人员的共同努力下，使这次比试进行顺利，达到了预期的目的。
