近年来,河北省乡镇企业基金会(即农村合作基金会)的发展已形成一定的规模,对乡镇企业的发展起到了巨大的推动作用。据统计,到1992年底,已有1275个乡镇建立了乡镇企业基金会,占全省总乡镇数的37％,开展内部融资活动的村已达18074个,占总村数的36％。全省乡镇企业基金会年末拥有可融资金17.24亿元,年内累计投放资金达21.1亿元。但是由于管理不善、引导不力、规范不够,致使个别基金会在探索性发展中出现了一些问题,影响了基金会和农村经济的健康发展。
