Realistic Conditions for the Development of Chinese Entrepreneurs Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, China’s corporate reforms have undergone decentralization and transfer of profits, two-step profits and tax reforms, and the implementation of a contractual management responsibility system, which has transformed the operating mechanism of enterprises into a modern enterprise system.
