党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决议》提出,必须切实转变政府职能,深化行政体制改革,创新行政管理方式,增强政府公信力和执行力,建设法治政府和服务型政府。目前,我国正处于全面建成小康社会的关键阶段,国内经济运行中存在的深层次问题尚待解决,政府改善民生的任务依然十分艰巨和繁重,政府行政能力和风险应对能力仍有待进一步提高,而深化行政体制改革,加快政府职能转变无疑是应对和解决以上难题的有效途径。 The “Resolution of the Central Committee of the Communist Party of China on Several Important Issues concerning the Overall Deepening of the Reform” adopted by the Third Plenary Session of the 18th CPC Central Committee puts forward the view that we must effectively transform the functions of the government, deepen the reform of the administrative system, innovate the methods of administration, enhance the government’s credibility and execution, and build the rule of law Government and service-oriented government.
