最近,我们对常德市9个区县市和市直各单位的科技人员外流和回流情况进行了一次全面调查。结果表明,从1988年到现在,常德市外流科技人员共计3862人,回流的有925人,回流率占23%。从地域分析,从沿海省市回流的占外流到沿海省市人员总数的6.%,从本省地市回流的占外流到本省地市人员总数的30.8％,从其它省市回流的占外流到共它省市人员总数的34.3％。从时间分析,全市88——89年回流的281人占这个年段外流人员总数的30.4％,90—91年回流的331人,占这个年段外流人员总数的29.1％,92——93年回流的313人,占这个年段外流人员总数的17.3％。这表明,外流科技人员“孔雀飞去不归来”的现象带有一定的普遍性,尤以外流到沿海的居多,回流比率呈逐年减少的趋势,应当引起有关部门的高度重视。
