一、自贸区对长江经济带建设的影响2013年8月23日,国务院正式批准设立中国(上海)自由贸易试验区,9月份,国家发改委会同交通运输部启动《依托长江建设中国经济新支撑带指导意见》(简称,《指导意见》)的起草工作,指导意见涵盖长江沿岸的云南、四川、重庆、湖北、湖南、江西、安徽、江苏、上海等省市,此举意味着长江经济带将再度成为中国开发战略重心。作为紧邻上海港的重要港口,宁波港和上海港拥有交叉存在的经济腹地,并且都在长江黄金水道上进行了多年发展布局。上海港地处长江入海口,长江沿线经济发展了,上海港自然能获得充足的货源,本次《指导意见》是以长江主干道考虑,浙江省未纳入,这也意味着宁波港在和上海港的竞争中,失掉了一个大的政策优势。
I. Impact of the Free Trade Area on the Construction of the Yangtze River Economic Belt On August 23, 2013, the State Council formally approved the establishment of China (Shanghai) Pilot Free Trade Area. In September, the NDRC together with the Ministry of Transport launched “Relying on the Yangtze River to Build New Support for China’s Economy Guiding Opinions ”(the“ Guiding Opinions ”), with guidance covering Yunnan, Sichuan, Chongqing, Hubei, Hunan, Jiangxi, Anhui, Jiangsu, Shanghai and other provinces and cities along the Yangtze River. This means that the Yangtze River Economic Belt Will once again become the center of gravity for China’s development strategy. As an important port immediately adjacent to Shanghai Port, Ningbo Port and Shanghai Port have an interlinked economic hinterland and have all been developed for many years in the Yangtze golden waterway. Shanghai Port is located at the mouth of the Yangtze River and enjoys economic development along the Yangtze River. Shanghai Port can naturally obtain sufficient supply of natural resources. This “Guiding Opinion” is based on the Yangtze River main road and is not included in Zhejiang Province. This also means that Ningbo Port and Shanghai Hong Kong’s competition has lost a big policy advantage.
