一、政策出台背景随着国际航运业的不断发展,运输船舶大型化的趋势愈加明显。根据交通运输部的最新统计,截至2012年末,全国沿海港口生产用码头泊位5623个,其中万吨级及以上泊位仅1886个。各港口的码头设施建设滞后满足不了航运市场发展的需要,导致大吨位船舶减载停靠在小泊位码头的作业现象普遍存在,给码头设施、船舶和港口生产带来了不同程度的安全隐患。加之国内港口现有码头的等级普遍较低,更是加剧了与靠泊船舶大型化的矛盾,超负荷靠泊的现象在我国沿海
