资源环境承载力评价可为国土资源节约集约管理提供技术标准支撑和参考依据。发挥国土资源在生态文明建设中的主体作用,加强空间要素配置监管,需要将资源环境承载力评价检测纳入“一张图”管理。资源环境承载力评价监测与预警工作思路:承载力概念,其内涵与外延、指标体系、评价技术与方法迫切需要规范;开展国土空间管制体制研究,启动国土空间红线划定研究工作;开展耕地数量质量、永久性基本农田划定、城市发展边界划定、地质环境、矿山地质环境、国土红线体系等全方位的监测预警;制定提升资源环境承载力的制度体系,包括提高灾害防治水平,强化矿山地质环境恢复治理,提高土地利用效率和城市土地综合承载力,整合并推广国土综合整治。,Resource environmental bearing capacity evaluation can provide technical standard supporting and reference for economical and intensive management of land and resources, so that the role of main body of land and resources can be played in the construction of ecological civilization. And that strengthening the regulation of space factor allocation needs bring resources and environment carrying capacity assessment into “a map” management (which means the multi-source information collection including remote sensing, land use situation, basic farmland, remote sensing monitoring, land change investigation, and the basic geographic information superimpose the administration supervision such as planning, approval, supply, supplement, development and law enforcement of land and resources to build a uniifed regulatory platform together). This paper introduces the evaluation monitoring and the idea of wing concing carrying capacity on resource and environment, these are:the concept, connotation, extension, index system, and evaluation techniques and approaches of resources and environmental carrying capacity urgently need to be standardized; and the research on national spatial control system and delimiting national spatial red line should be carried out. Meanwhile, a full range of monitoring and early wing for the quantity and quality of cultivated land, permanent basic farmland delineation, drawing urban development boundary, geological environment, mine geological environment, and the red line system of land must be launched. The system including raising the level of disaster prevention and control, strengthening the control of the geological environment in mine areas, improving the land utilization efifciency and urban land comprehensive carrying capacity, as well as integrating and promoting the comprehensive improvement of land must be formulated.
