公共资源交易场所从20世纪90年代初发展至今已有多年的历史,不少地方的探索实践已走在制度前面,在发展模式、职能定位、路径选择等方面有很大差异,同时,也不同程度地出现了一些问题。近日,国务院办公厅印发了《整合建立统一的公共资源交易平台工作方案》(国办发〔2015〕63号)(简称《方案》),明确提出了公共资源交易平台的整合范围、重点和时间表,表明了政府简政放权、放管结合、优化服务,同时约束行政权力、建设廉洁政府的坚强决心。为贯彻落实《方案》,各地方基于自身实践和发展期望提出了不同的思考和见解,本刊陆续刊登相关文章,以期提供一个理论探讨和工作交流的平台,为读者提供思考和借鉴。
