本文首先概括评析了表达自由和新闻自由的含义与重要意义,随后从欧洲的新闻自由与表达自由的历史与实践出发,以此作为背景,讨论英国的新闻自由法规与实践。之后,又对英国在媒体规制方面的历史进行梳理,对现状与主要的争论进行介绍。一方面是对媒体自由的追求,另一方面是对媒体进行管制与限制的要求。这两者听上去互相矛盾,却在英国学界和实践界并行不悖,构成了独特的图景。 This article first summarizes the meaning and significance of freedom of expression and freedom of the press, and then proceeds from the history and practice of press freedom and freedom of expression in Europe as a background to discuss Britain’s press freedom laws and practice. Later, the United Kingdom also sorted out the history of the media regulation and introduced the status quo and major debates. On the one hand, it is the pursuit of freedom of the media, on the other hand, the requirement of controlling and restricting the media. The two sound contradictory, but in the UK academic and practical world go hand in hand, forming a unique picture.
