我市乡镇机构改革于2011年4月全面完成。改革后,乡镇党政工作机构和财政拨款事业单位均按省定限额设置,全市乡镇党政工作机构由192个精简为180个;行政编制进行了重新核定分配,未突破原核定总量;党政领导职数由418名精简为338名;乡镇事业单位(不含教育、卫生)由418个精简为290个;事业编制(不含教育、卫生)由2852人精简为2517人。一、主要做法(一)贯彻上级精神,做好结合文章。在全面贯彻省委、省政府关于乡镇机构改革指示精神的基础上,紧密结合全市城市社区建设管理集中整治和新型农村社区建设实际,制定下发了《市委办公室市政府办公室关于推进乡镇机构改革工作的通知》,突出转变政府职能、创新基层管理体制、重新分类定编、推进基层站所改革等重点。在职能转变上,要求乡镇在全面正确履行四项职能的同时,坚持因地制宜,从实际出发,不同类型乡镇要突出各自的工作重点,在机构设置和编制分配上适应各自重点、难点工作需要,不
