在发展农业以支援工业的前提下，如何扩大耕地面积提高产量及开发水力资源是极为重要的。我国荒山野岭甚多，已在进行开垦。河流水力资源也正在大力展开利用。然滨海地区多属平原，河流比降小，水力资源及耕地扩大则需向海洋想办法，沿海滩筑坝。为此，利用潮汐发电，是滨海地区发展方向。广东滨海地区即按此方针向海洋进军，将海滩筑成良田千顷及规划大搞潮水发电为电气化打基础。
Under the premise of developing agriculture to support industries, it is of vital importance to expand the area of arable land to increase production and develop water resources. To this end, the use of tidal power generation is the development direction of the coastal area. According to this principle, the coastal area of Guangdong will march toward the ocean and build the beach into a fertile land and plan to vigorously electrify the tidal power generation.
