宋育仁曾于1894年被清延任命为出使英、法、意、比四国公使参赞。出使期间，他认真考察、研究外国政教和社会风俗，对国与国之间的外交关系有了进一步的体会和认识。他提出的处理近代外交关系的一些准则，值得我们认真研究和思考。
